How the EU thinks it will work:
- Upload a meme, parody, critique etc. using copyright protected material
- No problems because it is exempt from copyright and allowed
How it will work in practice:
- Upload a meme, parody, critique etc. using copyright protected material
- Automated content recognition detects potential copyright infringement (for example a frame from a motion picture, photograph etc.)
- Upload is blocked entirely or blocked pending further review by the copyright holder
- Uploader may have to file an appeal to lift the block
- Copyright holder takes ages to review the blocked upload and/or appeal, doesn't review it at all or decides to be a dick and rejects the appeal because why not
- Uploader must now take the copyright holder to court to lift the block
- This costs a lot of money, so it's probably not worth it in most cases
- Result: meme, parody, critique etc. is now effectively "banned"

EDIT: This is informed speculation because YouTube Content ID works in a similar way. But the new EU directive requires that unauthorized use of copyrighted materials is prevented, so its likely that the content recognition systems will have to be stricter than YouTube Content ID currently is and it might look something like the above description.
